The Ministry of Development and Technology presented it on Tuesday A new project of the “Mieszkanie na start” program, which will help Poles to buy an apartment. It suggests, among other things, that individuals and families whose monthly income is within the limits set by the ministry can get a loan at a preferential interest rate.

The interest rate will be 1.5 percent for one and two-person households, 1 percent for a three-person household, 0.5 percent for a four-person household, and 0. percent for a five-person household. The project also provides a loan repayment subsidy, the amount of which depends on the number of people in the family.

The biggest asset

According to Bartosz Turek, chief analyst of HREIT, the biggest advantage of the new project may be the fact that people who can get a loan to buy an apartment without subsidies from the budget will no longer be able to count on support.

The Ministry has introduced program qualification limitswhich are:

  • 10 thousand PLN for a family of one person,
  • 18 thousand PLN for a family of two,
  • 23 thousand PLN for a family of three,
  • 28 thousand PLN for a family of four.
  • PLN 33 thousand for a family of five.

According to Turek, while the per-person income limit seems reasonable, in the case of larger families, the thresholds are set so high that many may not be able to afford it.

Accordingly, this is a calibration space for achieving the goals set by the Ministry. Moreover, in case of exceeding these incomes, most likely, the disqualification of the beneficiaries will not happen, but the extent of the aid provided to them will be reduced,” he said.

He appreciated it The new project allows to maintain the very positive mechanism that worked in “Safe Credit”. But the budget will have less burden.

Restoring the balance

Moreover – as he pointed out – The program should have “less momentum”, So it won't put much pressure on the housing market.

However, if the “starter apartment” is a slightly reduced version of the “2% safe loan”, then in 2024 we will have a chance to restore the balance between demand and supply and there will be less pressure on growth. Real estate prices than in 2023, Turek said.

The positive side of the new program, according to the analyst, is the fact that families with many children can even count on a free loan, that is, with a 0% interest rate. He added that another element that favors families is that the loan amount depends on the number of children.

Referring to the project presented by the Ministry of Tourism and Tourism, Turek noted that a single person will be able to get a loan of PLN 200,000. PLN and if a couple or a single parent is raising a child The amount will increase to PLN 400,000. zloty. On the other hand, a family of three will be able to apply 450 thousand PLN, and for four people – half a million PLN. On the other hand, for large families The loan amount must be PLN 600,000. zloty.

It doesn't have to be the first

– what more Families with many children are also exempted from the requirement to buy the first apartment. This means that they will be able to use a soft loan to exchange their space for a larger, better located or higher standard one, Turek said.

In his opinion, although the statements of the Ministry of Energy and Technology have not yet taken the form of a bill, it seems that the new idea of a preferential loan is aimed at spending public money more efficiently.

The purpose of the changes is to maintain a very positive aspect, which will allow the opportunity to purchase their own apartment for people who would not be able to do so without budget support, he concluded.

He added that this primarily concerns Poles who, due to their income, will not have enough credit, but will get it by receiving subsidies in installments.
